Call of Duty Black Ops Cold War Theory Bell and Stone The Same Person?

I’ve been playing cold war for awhile and i found stone and bell to look alot alike and even most of the campaign characters are operators and on how closely stone and bell look they must be either the same person or lazy copy and paste…. Let me know your thoughts!
