This takes place after World Act 6, after Vinnie killed the commissioner, and then in this hidden chapter Vinnie is going to kill the guy who filmed him to put it on the news.
The full version isn’t available anywhere. The cutscenes are taken from the YouTube video Pyrozen made, which was from the full version. I don’t know why Pyrozen didn’t release the full version so we could hit the guy, and you simply can’t create enough space to hit him since all the cutscenes are parts of the video inserted into the incomplete game.
